tan delta is dissipation/loss factor of insulation

TAN DELTA test are also performed in Transformers like in
motors to evaluate the condition of winding Insulation and
Bushing Insulation Strength in transformers.A DC voltage is
applied across the terminals and the value of leakage
current is noted down.the leakage current can be split into
Ic and Ir.the value of Ir should be as low as possible to
ensure that the dielectric strength is satisfactory.

Is this test mandatory for 3.3kV motor. Standards specify
necessity above 5kV, but I am in doubt why the same is not
applicable for 3.3kV motor?
