In Single Phase AC Supply,If Voltage between Phase and Neutral is 230V means what will be the Voltage between Phase and Earth?

If the earthing is100% good then the voltage must be 230,ofcource its impossible. but voltage between earth and phase 220 or 210.Voltage decreasing indicates level of earthing failure.

Voltage between Earth and neutral shall never be more than 2V.
V between earth and neutral should be zero.
Voltage must be 230, of cource its impossible.
Voltage between earth and phase 220 or 210.
Voltage between Line to Line :- V
Voltage between Line to neutral or Line to Earth = V/(1.732)
