all are vectors nd these are instantaneous values
for star connection Vline= 1.732* Vph
for delta connection Vline= Vph

Line voltage = 1.7320 * Phase voltage

here u r asking about a instantaneous voltage of a single
phase in balanced 3ph star connection.because we cannot
define a instantaneous voltage for all three phases @ once
and they should define seperately.
Vr=Vmsin(wt)
Vb=Vmsin(wt+(2*pi/3))
Vy=Vmsin(wt+ (4*pi/3))

line voltage=phase voltage.
For delta connected system,
line voltage=phase voltage/(3)^1/2
