Hypoeutectoid steel contains 0.8% carbon whereas later contains more than 0.8% carbon.Former structure is a combination of ferite & perlite whereas Hypereutectoid steel is a combination of perlite & cementite.

Annealed hypoeutectoid steels have a microstructure of
pearlite and ferrite. Annealed hypereutectoid steels have a
microstructure of pearlite and carbides. Annealed eutectoid
steels have a microstructure of pearlite exclusively.
The percentage of carbon in a eutectoid steel depends on
which additional alloying elements are present and in what
quantities. For a more complete explanation, read
"Principles of Heat Treatment of Steel" by George Krauss.
