Transformer impedance is a ratio
of the transformer’s normal full load current
to the current available under short circuit condition. It was stamped on every transformer nameplate. Why did they stamped it because it is a tested value after the transformer has been manufactured.

Answer / afsal
Percentage impedance is the ratio of voltage drop on full load due to winding resistance and leakage reactance to the rated voltage of the transformer.
Z%= Vd/Vr *100
this can varied at the design stage by varying voltage per turns and geometrical size of the windings.
