yes the role of a lightning arrest is to trap the hi
voltage electric arc produced by lightning and sink it to
the ground , so it is installed in the highest point of a
building and a conductor is coupled from the arrester to
the ground .

Yes required,
Lighting arrester means it will arrest the surge voltage
caused by lighting, and it must be installed at the top of
the building to safe gaurd the building from heavy (surge)
voltage, if the Lighting arrester is not earthed properly
high voltage will damage the building so that proper
earthing is neccessory to safe grounding of surge voltage.
