Its depends upon healthyness of earthing and nuetral. for
good earthing there should be minimum voltage drop between
earth and nuetral.
So from above example its clear that neutral or earthing of
Transformer not proper. It can be check by earth tester

If your intake is small and direct from the electric board
than it is normal ,that means the neutral of the power
supply board is is not so good, but when you transfer to DG
the neutral and earth which is within your control is
better earthed. If your intake is HT and through a
transformer than likely your transformer neutral earthing
or the neutral route is in question.
