Every RCC structure depending upon mix proportion /mix design and also very important part good ingredient (C. A, F. A, Cement, water ) with environmental condition & proper curing to increase the strength. Otherwise every structure achieve 100 percentage strength of its characteristic strength but not achieve 100 percentage strength it's target mean strength of its 28 days.

As per my Knowledge the strength also depends on the water
used,if the water is of good quality the strength of
concrete attains maximum but if sea water is used maximum
strength is attained in 28 days and later on keeps on
decreasing.
