bcz the voltage measured in the line to ground and ground is
the reference's so that the PT Primary are the grounded.

voltage is measerd from line to grond and another reason if any fault occur at primary it will flow through the ground and equipment will protected

PT is instrument and it is single phase T/F.it is working
on mutual induction.so it take neutral from ground.hence PT
primary is grounded.
