The basic difference is dictated by the application.
Tubes are meant for both heat and mass transfer.(Because of
this finishing is different and dimension tolerances are
more accurate.)
Pipes on the other hand ,are for mass transfer.

Pipes are used for mass transfer eg- water pipes, steam pipes
On the other hand tubes are used for heat transfer eg -
superheater tubes, economiser tubes.
As per ASME section 2 part A the materials of tubes and
pipes are diferent. You can have pipes forged and rolled but
tubes are seamless. The tolerances on tubes are tighter as
compared to pipes so tubes are costly as compared to pipes.
Geometry wise there is no difference but differentiation is
based on the intended use.

If there is a heat transfer takes place, it is called as
tube. Normally in Boilers, we call as waterwall tubes which
are sorrounded in the furnace. Where as the Steam and Feed
Pipings we call them as Pipe, because there is no heat
transfer. It just carries steam to Turbine and water to
Boiler respectively.

The fundamental difference between pipe and tube is:
Pipe is for mass transfer applications, whereas, tube is
for heat transfer applications.
Due to this fundamental difference, we generally call pipes
and tubes as: water pipes, steam pipes, slurry pipes,
boiler tubes, heat exchanger tubes, radiator tubes, etc.
