when voltage is below than its required voltage then device
go its cut off state.every device work when its voltage is
grater then its cutin voltage.otherwise the device will be
in cutoff state.or its turnoff state

It barely depends on the load type
in resistive load the heating and lighting effect is reduced.
In Inductive type the magnetic field strength will be decreased
In capacitive load the voltage will be maintain due to surge voltage for define time period
But the first two type load the load may be burn due to drawn of the excessive current.
