Designing a Bracket is a complex process. It involves a lot of considerations, that is if you want it engineered i.e. to save money and materials and addressing the issue. A very simple bracket can be made as explained by other users, but a custom engineered bracket requires includind space available, Material thickness, Ribs and enforcements in the structure, proper torsional rigidity and strength and minimum usage of the material. Sharp edges and corners should be avoided. Abrupt geometry changes should not be present. manufacturing ease should be taken into account. Ensure uniformity.

Just take a metal sheet as per thickness which are suitable as per its application and strengthen vs produced working stress during its real application , make
marking from where the sheet is to be folded, heat the area
by using gas cutter and bend at the marked area to 90
degree, you will get braket.
or
Mark the area by punch, cut it by punching oporation, finish it by rimming process and remove the burs,
grinder and finally make a weld by taking required shape

first we take a metal sheet, then make marks on it which
measurements are given, by using a marker, then cut through
the markings and fold the wanted bracket shape. fold it neatly
then we got a sheet metal bracket

cut shape as per dimension and then fold all side,

length of the bracket dimensions. Mark the shearing line
and bend line based on the specifications given in the
bracket drawing. Then shear the unwanted area of the sheet
metal. With respect to the bendline, fold or bent the sheet
metal, to the required shape ans size.

by using gas cutter and bend at the marked area to 90
degree, you will get braket.
