because in 2nd and 4th angle,both the view is going to
overlap with each other,so we cant able to visualise the
drawing properly,so we are not drawing in 2nd and 4th angle.

in 1st angle projection the front view will be in the top of
the xy plane and the top view will be in the bottom of the
xy plane
.In 3rd angle projection the top view will be in the top of
the xy plane and front view will be in bottom of the xy
plane. dis will give a clear view.i hope u know dis... but
in 2 angle projection both the views(front and top) will be
in the top of the xy plane and in 4th angle projection both
the views (front and top) will be in the bottom of the xy
plane... since both the views will be in one side of the xy
plane, its not possible to draw... both views will merge...
to get more clear view, refer any basic engineering drawing
book.......
Second and Fourth Angle Projections are not used to avoid
confusion in having multiplicity of the projection usage,
and also to have a standard practice in simplifying the
drawing methods.

Consider +Y as +VP
-Y as -VP
+X as +HP
-X as -HP

First up of all clear your concept of projection method.
In simple words:
We will unable to see projections from the horizontal plane
hence we need to rotate that plane to get projections
visible (which results as +VP or -VP plane).
I am talking abaout 1st angle methos. Let you are watching
object from your right side, then you will get F.V. in
front side of +VP plane so it will be visible to you.
But you will get T.V above HP plane and which is need to be
rotated by 90 deg.
Now consider if you rotate +HP plane to anticlockwise the
projection will go to back side of +VP plane and you will
not be able to see them, but if you rotate it clockwise it
will be in the front side of -VP plane which is in front of
viwer.
Try this basic logic/method to every quadrant/angle, you
will get ans to your question.

there are four angle i.e 1'st,2nd,3rd &4th.in fist angle we m
ove anticlock wise in 90degree(the rule is that horizontal line move in anticlock wise direction).so we make drawing in 2nd quardent.In second angle we move 90degree in clockwise direction,but if we move 90degree in clockwise direction it cause overlap due to this reason we never make drawing in second angle(the rule is vertical line moves clockwise),in 3rd angle we move 90degree anticlock(as per first quardent rule),so we make drawing in 3rd qurdent,IN 4TH quardent we move clockwise in 90degree it cause overlap due to this reason we never make drawing in 4th quardent.
