Safety Valve is for Safe operation of Machine element , for
any reason is the save value of pressure gets exceeded ,
safty valve activates to bring the system under safe
pressure levels.
Relief valve is active element in a schema of machine which
operates as a function of machine . reliving the pressure
from a pressurized or depressurized section of a circuit .

automatically when it excees where as in safety valve it is
open when it cross the exceed pressure..

pressure Relief valve will allow the excess pressure to come
out above certain limit and when the pressure drops valve
will automatically close.
but in case of safety valve when the pressure exceed the set
limit will release the total pressure means valve will open
until the pressure goes to zero..

from its name it derive " the primary purpose/function of a
safety valve" is to protect the operating machine from
danger of breakdown by monitoring continuously the safe value
or set point, and function at the time of the value when
exceed the set point by actuation of its mechanism designed
to prevent the device where it is fitted by stopping.
where in the "relive valve" always meant to operate slightly
lesser than safe limits as a secondary protection device of
system which keeps the operation continued and reduce the
value of operational parameter with out stopping the device
function.

safety valve and relief valve
the terms are used interchangeably in the industry..
some differences which i have noted in my company are..
safety valves are connected invariably to the output of a
flow creating equipment(exmple a pump or a compressor)..its
purpose is to protection frm flow restriction ahead(or any
other source of high pressure in the fluid)...
now relief valves are used everywhere where there is the
need for a pressure reduction to a set value..a sort of
pressure control valve(PCV) job can be done by a relief valve..

The safety valve is the value which will work both in high
pressure & low pressure situation. ( It will work irrespective
of pressures difference).
Whereas the relief valve will work only when the pressure is
high. In order to bring the required stability.

function of safety valve is to indicate the operator during
low water & high pressure. but relief valve only
indicates high pressure.
