In the place of button developer use image, during the tab
movements image(button) is not highlighted is it bug or not?

It fully depend on the kind of user who will and
application. Generally it will define as low priority and
low seviority.

Certainly, A tab order to should be in a particular order&
sequential in the application. It must occupy all the
fields, buttons, image buttons, if any of them is appears
to be out of the range of tab, is bug with low priority and
low severity.
