We can also call these type of bugs as "Show Stopper" means
that, without this test case pass, we cant move further in
our application.

Severity is how much the bug effects the application. If
one is not able to login, then what is the use of the
application. Also, it is BLOCKER as we are not able to move
further. So High severity wil be asdigned to it.

Ir is a blocking issue which is not moving you on further
testing.So that severity is "S1",because this issue is
related to data loss.

I think this may not be a bug in the application, and it
can be problem with the build and with the Data Base
connection.
If it is with incremental build, if u r unable to login in
to the application this build is failed in Smoke Testing so
we will deploy the build again in the test environment and
check it once again and then we will reject the build and
request for another version. Here we can not disturb the
existing testing process.
And it is a priority issue to be fixed not a severity 1 bug.
