No both are not same.
Quality plan is the plan which is used by the Quality
people means that department which is responsible for
process implementation, facilitation and support
Test Plan is the plan which talks about the when, how,who,
where and what to test of an application

I wud like to give the High level deifference between
Quality Plan and Test Plan.
Quality Plan is prepared by QA department with the help of
Management. It is only one document which derives the
quality of any application preared in the organization.
Whereas Test plan can be different for differnt
application.and it is prepared by testing team.

Quality Plan is a plan intended by the company to implement
in order to achieve the quality requirement of the contract
to ensure customers satisfaction.
Test plan are various inspections and testing planned to
