The current requirement will be analyzed on feasibility
point of view that what may happen when a particular amount
of changes will be done in current system and whether it
will effect any current feature or not. If yes then upto,
which extent.
In general while incorporating changes impact will be
observed by seeing base line effects.

For finding the impact of any kind of chnages in existing
system.
first there is need to understand what kind of changes are
required and how they are going to impact the existing
system on backend as well as from front end.from back end
all structural changes need to be analysed and from front
end, the end user or a business analyst should test the
impact of changes before giving sign-off for deploying the
changes.

The question seems to be vague, considering the fact there can be various attributes other than just Change to call out for Impact Analysis like Resource, Material, Risk, Quality, Management, Issue etc.

The ownership of who performs Impact Analysis cannot be determined unless the platform/area is defined which requires Impact analysis. For eg. a Tech PM as well needs to perform.
Roles/Designations differ as per Organizational structure so a System Analyst may as well be the Business Analyst.
