First, we need to find the temperatures at 4pm and 9pm. At 4pm (t=4), the temperature is -(4^2)/2 + 8*4 + 3 = 25-16+3 = 14°C. At 9pm (t=9), the temperature is -(9^2)/2 + 8*9 + 3 = 72-36+3 = 39°C. Therefore, the difference in temperature between 4pm and 9pm is 39 - 14 = 25°C.
