Actual assay is 100% but + or - 2% is the error of the analyst and other factors like mc,potency....etc

In the production they calculate againest 100%potency, and
they prepared the material. but in the process of
preparation it may chances to loose the the potency of
material. (ex: in mixing, blending, coating and
tranporting). thatswhy in specification , ike that criteria
will observed

Answer is not yet cleared to me also ,i think that is just limit which is calculated from error calculation because nothing is pure than 100 %
