can i change my visa to another uni before leaving india?

HI FRIENDS SALAAM, I AM SHAED ,LAST WEEK THAT IS ON 27TH OF APRIL 2011, I WENT FOR THE US F1 STUDENT VISA INTERVIEW AND BY THE GRACE OF ALLAH SUBHANATALLAH MY INTERVIEW WAS SUCCESSFUL AND THE VO TOOK MY PASSPORT,I-20,SEVIS RECEIPT,HDFC RECEIPT, DS CONFORMATION FORM & APPOINTMENT LETTER.AND HE TOLD ME THAT YOUR VISA PROCESSING WILL BE SENT TO WASHINGTON D.C. FOR ADMINISTRATION PROCESS. SO MY QUESTION TO ALL OF U FRIENDS IS THAT DID I GOT THE VISA OR NOT ??

Hi, I am Gulshan... I had appeared for interview twice and going to apply for third time. I have done BCA in 2004 and since 2004 i am in working with leading finace company. I have applied for MBA. I have not given any ILETS or GMAT exam. First time the consulate asked me for my GMAT score and i was unable to give any answer. but the second time the interview was very quite imperessive. i havd given every answer to their questions but again they refused. I dont know the reason for second time. Kindly suggest me, is there any possiblities to get visa in third time?
i guradated from high-school in 2004, i applied in a college here, but i didn't continue my study, i succesed only in one semster in college here, i quit this month, and i'm applying for F-1 visa,i'm self-sponsor because my father is retired, what would i say if they ask me what were you doing ll this time? and how could you support yourself? I've gone for the interview twice and I got rejected both the times. It was due to 214(b)-Potential immigrant. I'm applying for the VISA from abroad since my parents work abroad and I've done my schooling here. I got properties in India and my mom has got a job in India as well(on long leave).
