There are settings available in release indicator, saying
that, no changes can be applicable once released. If u do
want to do changes, you need to set the release indicator
settings as 'CHANGABLE AFTER RELEASE' option

1. check whether po is open or closed.
2. check whether any release procedure is created for po, then release the po.
3. If GR is created against the po then it cannot be changed unless the GR is cancelled or changed
