It is not necessary to run a neutral cable as the same is
not requried for a 33 kV 3 wire AC system. But you need to
be cautious about the circulating/eddy current (since in
is a single core cable) which flows through the screen of
the 33kV cable. The voltage genrated by the circulating
current should be more than 130 V as per IEC standards. In
case of heavy circulating current the cable would get
heated up. You may do earthing of the cable only at one end
and leave it open at the other end. In case of a very long
cable with joints in between, mid point bonding is
suggested.

It is only for easy transmission and distribution. 11 kV
is normally used for town distribution. 33kV is used for
transmission to farther areas where the voltage is stepped
down by 33/11 kV sub stations. Normally in 132 incoming sub
stations you will have both 33 kv and 11 kV outgoings
depending upon the location of the 132/33/11 kV sub station.
