Testing starts as early as possible in the SDLC - static
testing (e.g. plan reviews, document reviews,
walkthroughs,code inspections) should be done throughout
the SDLC.

It is depends the software model followed for that project.
In some models it starts early(V-model), and in some models
it is late(in waterfall model).
In Agile model, testing will be there from the first piece
of code.
Ideal phase is information gathering phase.
