Your friend should apply for a UAE work permit (Attestation) from the Ministry of Human Resources and Emiratisation (MOHRE) in Abu Dhabi, once they have received their job offer. After obtaining the work permit, they can apply for a residence visa at the Abu Dhabi immigration office.
