First remove from your mind that english is some godly
language, it is not, is just like other languages which can
be perfected if practised. Practice by reading newspaper
columns aloud, listen to english news channel,read
magazines, only thing you need to do is read,read,read and
read....
Then the second step is to start conversing. Talk to your
friends,family members in english, doesn't matter if you
speak it incorrectly, and ask constructive critisism from
those whom you believe will advice you correctly.
Do this and you will be speaking english fluently in matter
of months.

Fluency is not a matter at all. If you have a confidence in
yourself then you can win the world even if you are a deaf
and dumb. Am i right or not. Anywez communicate with all
your friends in english, no matter even if your wrong. Try
to read some english novels as well.
