For the first part of the question yes intially white box
testing is done by the developers without any test cases(ad-
hoc testing).It is neccessary bcoz developers while in
developing know wat are the possible areas that bugs
arises.so it is important to do WBT in order to reduce bug
severity.

it is necessary to do white box testing first its done by
developers and by doing this we can reduce the bugs and
quality of the application will be improved.for GUI black
box testing is beneficial

Black box testing is benificial when you have GUI.But when
you donot have a GUI white box testing is done.
