Test strategy is a orgnizational level term which is used
for testing all the projects in that orgnization.
Test planning is a project level term which is used for
testing only that project.

Test Plan: Test Plan is a document it describes overall
testing activity for that Project. And also it describes
objective, Scope and environments of the Project.

I would say that both are same. So people call Test plan as
test strategy asnd vice versa. the point one needs to
