We can use that to write testcases.

Example :- Mercury Test Director.

be excel sheet & it can be test director.

For writing test case:
1)Test Director tool provided by mercury
you can write it on:
2)Excel sheet,
3)word sheet,
4)note pad or
5)company's bug tracking system or doc

It completely depends on you, how you can perfectly tress
the error in developers understandable format.
