The functioning of geiger muller counter is based on the
ability of emitted radiation to ionise atoms.
It consists of large round tube forming cathode with a fine
wire stretched in centre as anode.
Tube is filled with an easily ionised gas such as helium or
argon and organic substance such as ethanol.

It is based on potential difference between the axial wire(anode) and cathode. If its value is less than threshold, gm counter will not count the particles but should be less than the voltage which could cause continuous discharge through the gas.
