OPEN SQL*PLUS
LOGIN AS
USER: SYSTEM
PASSWORD: ********

STEP 2:
-------
SQL> GRANT OLAP_USER TO SCOTT;

STEP 3:
-------
SQL> CONNECT
Enter user-name: SCOTT
Enter password: *****

STEP 4:
-------
SQL> CREATE [PUBLIC] SYNONYM <SYN_NAME>
FOR <USER_NAME.ABLE_NAME>;

do login as sysdba and create the synonym.
you dont have privileges to do the same from scott user.

login as the user
create or replace synonym <<synonym_name>> for
object_owner.object_name;
or
any other super user like sys,sysadmin,etc can also create
sysnonymn for any schema.
