I currently have a B1-Business Visa, and i used it. Can i apply for an L1 visa after using the B1 visa? will there be a cool down period before applying the other visa?

My L1 Blanket rejected in Aug 2014 . My company filed for L1 individual petition at Vermont service center and got RFE and then rejected on Oct 2014. Now my company if not willing to go for H1B. my company is filing again within 5 days new L1B petition at California Service center. I am just confused what need to do..

Hi i a mechanical Engineer graduate(non CS/IT) passed in 2007.I have an overall experience of 2 yr and 2 months in an IT Company.I am working since last 1 year in the current project.Am i eligible to apply for L1B blanket(My exp. is less than 3 Years).My manager wants me to travel to TEXAS but my company says it required 3 yrs of exp. for L1B blanket.If i am eligible then what is the chance of getting my VISA approved?? My company will be processing the L1 Blanket visa for me and under this category are there any restrictions like I have to be in that company for the last 1 year, because my overall tenure with my current company is only 7 Months.
