Yes above question is some what correct.But make sure that
this testing environment should be similiar to the client
environment.

The build should be tested in the client environment i.e
both testing and client environment should be same.

When the build is released to the testing team , first do
build verification test , if this test runs fine in testing
environment then continue the testing further. If Buile
verification test fails, then reject the build with valid
reason.

i will give general example of samsung android phone

samsung develops a phone they test it thoroughly test engineers in samsung are testing in testing environment after all the defects are fixed and if everything is working fine they release to the market here end user buy it they may face a problem so they give the phone for servicing

what samsung test engineers test it is testing environment
and how end users use and they will get defect which is not detected by test engineers at samsung

here end user environment is production environment

and where samsung test engineers test is testing environment

so the answer to the above question is we test engineers test the build in testing environment
