Test plan is strategic document, which contains some information that describes how to perform testing on an application in an effective, efficient and optimized way.

TEST STRATEGY:
It is an organizational level term which describes how to perform testing on all the projects in that organization.

planning,this is done by Test lead, or Project lead.

Test Strategy : Depeds on corresponding testing policy
quality analyst finalizes test Responsibility Matrix.
