In XI version it can be done by using row-level security in
designer module whereas in 5i/6i it is done by supervisor.

In universe level , we can use row level restriction option and restrict by providing access to group or user on which data they should have access.

In database level, we can restrict data by providing custom access to the user and it can be implemented in universe level using @BOuser
