Difference between SAPNote and Support package?..

when a user of SAP system finds a bug in the system;user can forward the request to SAP; after recognizing the bug the Corrections are sent to the user in form of SAP Notes.
In case there are need of multiple corrections for several SAP users are needed then SAP corrects all those portions gathers in one place & releases as Support pack.
So SAP Support Pack is a collection of SAP NOTES

Users are complaining that the SAP system shows a hour glass for a long time at the time of logon and they aren't able to log on to the system and users logged on are complaining of long delays going from t-code to t-code. hey all, I am trying to install SAP 4.6C on a Windows 2003 server Enterprise edition. well at the time of the installation of Oracle 9.0, am I also suppose to create a database. well, If I do, then it gives me an error at the time of the installation of Database Instance at a stage where the SAP database creation takes place, If I don't then SAP database creation succeeds, all the tablespaces are created successfully, however the post oracle configuration stage gives an error, stating that an SQL statement exec failed... what should I do, Please Help....
