BIAR means Business intelligence archive file.This can be
used to move the compenets from the one enterprise to
another enterprise.
By using this one you can take the backup of
repository.This can contains all the components like
universes,reports,objects,connections,categories,inbox
documents,instances of reports,calenders ETC..

we are preparing BIAR file for packaging/importing all the
business objects components i.e reports,universe,security
etc. of the source environment and it has been done through
import wizard.
After preparation, we can deploy the file into the
destination/production server wherever the enduser requires.
we can say it has also been done for backup or recovery
purpose.

Just to add to what all mentioned above... BIAR file is mainly useful while migrating content between two environments which are not in the same network.
