global filters are applied to the whole document/report,
whereas local filters are applied to a particular
block/table/chart in a document

Global filters are filters/conditions which are created at
the Universe level and available for all the reports
created on that Universe.
Local filters are created in that report, so limited to
that specific report.

once the report is created.
