Outstanding:- An income Or Expenses Which Have Not been paid/received in the current Year.
Accrude:- An income or Expenses Which is related with the next year or further more but yet not been paid or received in current year.

accruals and outstanding both are same things it just accruals terms is used for income and outstanding terms is used for expences.
