As tester itself has rights to give severity and priority
for a bug. Test lead will verify the severity and priority
levels which assigned by tester. If any thing which is not
satisfied by him, will change the levels accordingly.

It is usually the tester who has the authority for
assignigng the severity and priority for a bug.

Tester has rights to assign the severity and priority for a
bug.Test lead from testing side and Development manager
from development side will review the bug status,if the bug
is really critical and assignment is correct it will be
accepted,if bug is not critical and it is marked high
severity/priority,respective tester will be questioned by
his/her team lead,status will be changed by team lead
accordingly

Usually tester doesn't not assign priority he only assigns
severity .
Only test manager allocates the priority of the bug.
