test lead is the responsible person to write the test
plan.It starts before writing test cases only

Test Leads is also the right answer but we can also include Management team which includes Leads/Managers

Test Lead is not sure, it just a role in a project. Person manage test team of project that is responsible for writing test plan. And it has to write before writing test case. Because test plan estimates writing test case time.

For a functionality we have 20 test cases, among 20 testcases 15 of them are Passed and 5 Failed. How will you report to your Manager ? Does the functionality passed or failed or partial passed/failed ??
