and it is re-opened again for the developer to fix it

I think there is little bit confusion abt the status of the
bug. It should not be "reopen" because reopen status is
given when the bug appears again after fixing and it should
not be "Open" because 'Open' status is given when the bug
found in first time.
As per my knowledge if the bug is reproducible then the
status of bug should be "Persist".
Let me know if i m wrong or u have any doubt...
