Panchayats and village headmen played a significant role in regulating rural society during the Mughal Empire. They were responsible for maintaining law and order, collecting taxes, and resolving disputes at the local level. Panchayats consisted of five villagers elected by the community, and they met regularly to discuss issues affecting their village. Village headmen, also known as muqaddams, were appointed by the Mughal government and had the authority to collect taxes, maintain public order, and settle disputes.
