priority and severity are set by the tester, but then the qa
lead verifies it and can change the priority and severity
accordingly.

Both Priority and Severity is assigned by the Tester.
But when its time to crosscheck by Team Lead or Test Lead,
he can change the both according to acute necessities of the
particular problem related to entire software or delivery
process.

Priority and severity is give by the project manager in SAP
Supporting project. Based on the priority it goes into the
category of the issue strategies in a Queus like Pull
strategy or Push strategy.
Pull strategy ---- consultant can pick up the issue from
the Queue.
where as
push strategy --- issue is assigned to the consultant.
*in Testing Tools-- Testing engineer give the priority for a bug

a tester ,Where as severity is the impact of the bug on the
application so it is done by Test lead or project Manager
