constrained picklist is DYNAMIC picklist,A constraint
pickmap also configures a mapping between originating and
pick business components,but its purpose is a differrent,
it is used to filter the list of records displayed in the
pickapplet to present only those that have matching values
in corresponding fields in the originating and the pick
bussiness components

Constrain Picklist is dynamic picklist. Pickapplet displays
records that matches the pick list field of the orginating
bc's records.
