QA stands for Quality Assurance and QC stands for Quality
Control.
Test Engineers comes under QC bcoz the responsibilty of QC
Group are to Test the application before deliever it to
client.QC performs Validation thet includes actual testing
like Functional,Regression,Sanity and so on.
And QA group is the Process oriented and have the
reponisibilty verify and implementthat the Procees are
followed or not.QA are Proactive.QA perform verification
that includes Inspection,walkthrough,Audit and so on.
Generally,QA and QC(Test Engineers)both are seperate group
and both diffrent working.

QA & Test Engineer, both are different apsects:
QA generally refers to 'Quality Assurance' and similarly
designation wise 'Quality Analyst', QA generally deals with
the Audits and Adherence to the defined Process in the
organization.
Whereas Test Engineer, deals with the testing of a
particular application and checking if all requirements are
taken care of or not.

Test Engineer: Testing the software,finding the defects ensure the application is working as per requirements is the responsibility to Quality Control(Test Engineer).
Quality Assurance: Defining the process in the company,Redefining the process if required is responsibility of Quality Assurance.
Quality control is working at project level,Quality assurance is responsible at organization level.
