This is one of the dumbest question that I have seen. We use SE16 and SUIM day in and day out.... Why would we go to an extent of seeing this a different way, wasting your time....

Hi All,
its a tricky question
the other option without SE16 or SUIM is
T-Code: SE16N and SE11
Ex:
goto T-Code:SE11 you need to give table name at @DataBase
table: AGR_1251
in next screen click on Content button at menu bar
this will open your AGR_1251 table selection screen
Their you give S_TCODE at Object filed and at Low/High give
T-Code name.
and then Execute. you will get the list of role names in
AGR_NAME filed which are assinged to given T-Code.
or
goto T-Code: SE16N and at object give S_TCODE value
and in Value: give the required T-Code and then execute.
you will get the list of roles having the given T-Code.
Hope this is Helpfull!!!!
