Partner Function describes those partners that you use in
our Organization OR describes the partners with whom you do
the business.
The determination rule describes, how the system works with
the Business Partners during the transaction processing. It
combines Partner Functions and Access Sequences.

Partner functions are terms that describe the people and
organizations with whom you do business, and who are
therefore involved in transactions. For example, when you
create an activity, based on Customizing settings, it
automatically includes the partner functions Activity
Partner, Contact Person, and Person Responsible

Partner : Are the people/Org units with which we do business.
Partner Function: The role that a partner will play in a transaction like Sold-to-party,Ship-to-party,payer etc.
Partner Determination: Its a process (SPRO setting), that defines how other partners in a transaction will be evaluated based on one input. like you enter sold-to-party in a transaction,this will work as input to PDP to determine other partners involved like contact prson, ship-to, payer etc.
A PDP comprises of Partner functions and access sequence to determine relevant partners.
