we can create a schema in pe01 transaction code by edditing an existing
schema. first we have to coppy an existing schema and then we can edit it
according to the needs.
to create a pcr go to transaction code pe02 and then follow the steps.

Schema can be created by copying the standard schema thru tcode PE01 and modify to the customer requirement.
Schema consists of sub schema's and rules
Rules can be modified / created by Tcode PE02
There are standard steps involved in the processing a schema, for example if we see a time management schema the steps will be…
1. Provide time data
2. Error Check
3. Determine Planned work timings
4. Determine Over time
5. Select time wage types
6. Compensate OT wage types
7. Manage time account

It is always better to copy standard schema instead of creating new one. we can create/copy a schema by tcode PE01 and if you copy main schema and it is mandatory to copy subschemas also otherwise if any change being done in subschema it will reflect into the standard schema.
