Consider that, I have IDoc to file Scenaio is there. In that
why don't you create sender agreement for this scenario.
Please let me know proper reason.

This is because, the IDOC communication exists between SAP
system and PI system. In case of sender being SAP system,
the RFC destination are created at SAP end and the IDOC is
directly posted into the PI system port through Native
Communication. Hence no Sender agreement is required.

because idoc adapter resides on abap stack and it can
directly communicate with integration engine

What ever adapter we have in IE or ABAP stack if you are going to use these adapters sender side to communicate the IDOC no need to creat any agreements in case of dual stack because the adapters besids on Integration Engine.

IN sap pi we have 2 stacks
1)java stack
2)abap stack
idoc adapter resides on abap stack so no need to create the sender communication channle and sender agreeement idoc to xml conversions takes automatically because idoc use xml soap based communication
